Small Pond Construction Monitoring:
​The Engineer-in-Charge (EIC) is responsible for all construction monitoring, inspection, testing, and maintaining proper documentation on any dam/reservoir new construction, reconstruction, repair, or waterway obstruction. The EIC must ensure that the construction, reconstruction, removal, change or repairs to any Small Pond is carried out in accordance with the approved construction drawings, COMAR 26.17.04.05, MD-378 Standards, and MDE policies and procedures.
When the Small Pond is Approved by Cecil Soil Conservation District (CSCD), the Owner/ Developer, and EIC are provided with and asked to execute a MD-378 Small Pond Construction Inspection Notification Form detailing their responsibilities to monitor, record, photograph, test, and collect information on all aspects and phases of the Small Pond construction until completed. The executed form will be revisited at the required pre-construction meeting which is to be held prior to any land disturbance on the project.
The engineer-in-charge is required to submit daily inspection reports, “red lined” as-built drawings and computations to the CSCD within sixty (60) days of the completion of the Small Pond.
The CSCD will review all submitted material and perform a field inspection of the facility. The CSCD will recommend the acceptance of the facility after all comments have been satisfactorily addressed.

CSCD Small Pond As-Built Review Process:
If the water impoundment received Small Pond Approval from the Cecil Soil Conservation District (CSCD), provide the following items directly to CSCD:

One (1) hard copy of completed Application for CSCD Small Pond As-Built Review.

One (1) hard copy of executed Form 1 - EIC Affidavit for Project Completion.

One (1) hard copy of completed Checklist for As-Built Submission.

One (1) hard copy of Original Approved Final Construction Plans “red lined” with construction information obtained through an As-Built survey and “red check marks” on all inverts, elevations, dimensions, etc. that match original design or show revised values in “red” if different from the original design.

One (1) copy of Original Approved Small Pond Design Report/Analysis unchanged if constructed per original design or revised showing required SWM is still achieved if constructed inverts, elevations, dimensions, volumes, etc. are not within the expected tolerance of original design. Provide a note “AS-BUILT [DATE]” in red placed on the cover or 1st sheet of the report. Any revisions in the report will be shown in red. If the engineer believes constructed values will not impact the ability of the Small Pond to meet the original intent of the approved design and does not want to re-run hydraulic models, provide valid engineering rationale for their conclusion.

One (1) hard copy of a sealed Geotechnical Engineer’s Letter Certifying that the soil type, compaction, moisture content, test results, materials, and other items were inspected by qualified individuals and subject pond(s) were constructed in accordance with the approved plans, standards, and specifications. Include all Daily Field Reports, Test Results, Material Delivery Tickets, Construction Photos, etc. pertaining to the subject pond(s).

One (1) hard copy of the completed Checklist Construction Inspection Certification.

One (1) hard copy of the revised Pond Summary Sheet reflecting the As-Built conditions. Provide “AS-BUILT [DATE]” note in “red” on top of sheet.

Provide digital copies to CSCD of everything that was submitted above
CSCD will review the items submitted and if the submittal is complete and the As-Built Package contains all required items showing the pond was constructed to the original approved design specifications, CSCD will issue an “As-Built Acceptance” Letter. CSCD signatures will be affixed onto the Final As-Built Plans on condition that all comments from all reviewing agencies have been addressed.
If the submittal is incomplete and/or the As-Built information shows the Small Pond was not built within the acceptable tolerances of the original design, CSCD will return a digital comment package to the engineer with a comment letter, marked up plans, and attachments as necessary. The Engineer will be asked to address all CSCD comments and return hard copies of anything that was revised and any new items requested. Again, the Engineer will be asked to provide digital copies of everything submitted as well. This process will repeat until all CSCD comments are satisfactorily addressed and an “As-Built Acceptance” Letter can be issued.
